General requirements for a specialist
The expert must be a highly professional, cultured and healthy person, who knows the interests of the people, who is loyal to his Motherland, his people, his President, who understands the requirements and policies of the prosperous period of our Sovereign State and seeks to implement them steadily.
The professional community should be able to please, guide, educate employees in the spirit of unity, purposefulness, patriotism, constantly improve their theoretical knowledge, practical skills, use the accumulated scientific information in their field, apply scientific knowledge in their work.
The specialist must be a person who is thoroughly scientific and practically trained, who has mastered his profession, who is constantly striving to expand and deepen his knowledge and vision, who is able to work in harmony with the masses.
The specialist should know the following:
- economics theory of financial and credit relations;
- methods of financial policy, monetary circulation and economic regulation;
- economic indicators used in the regulation of financial and credit activities;
- transactions with securities;
- principles of financing settlements, capital investments;
- economic theory of credit and monetary relations and foreign experience;
- analysis of the implementation of settlements, loans, deposits with banks, various sectors of the economy, various forms of ownership;
- economic indicators regulating banking;
- the main types of debt, features of cash flow;
- the procedure for documenting loan funds;
- analysis of the financial situation of borrowers;
- bank audit;
- methods of advertising the services of the bank.
The specialist must be able to:
- financial and credit regulation of the economy in accordance with the requirements of fiscal and credit policies;
- development of various types of budget and organization of financial management;
- managing the internal and external debts of the state, establishing the issuance of securities;
- management of extra-budgetary funds;
- financial management of enterprises;
- development of budget and financial plans;
- calculation of profit, depreciation, income and other financial resources;
- establishing financial control;
- analysis of borrowers' ability to borrow;
- complete mastering of the balance sheet structure of the bank;
- achieving the effectiveness of the bank's active operations;
- evaluation of the bank's passive operations;
- profitability of the bank;
- methods of regulating the bank's cash flow, issuance of money, issuance of money to the circulation of the household, and methods of regulating the money supply in circulation;
- evaluation of the bank's operations in the credit market;
- study of payment systems in correspondence, internet and other communication between banks, and make extensive use of them in banking practice;
- prepare the necessary economic documents based on the regulations adopted by the banks.
All the conditions of professional qualification must strictly observed by secondary vocational schools and governing bodies that train specialists in this field in accordance with the requirements of the economy. The certificate should serve as a reference and work record in the preparation of the curricula of the educational institutions that train the specialists, the institutions that improve the professional skills of the specialist.
Changes and additions to the professional description based on scientific achievements can only made based on the agreement of the Ministry of Education of Turkmenistan and the Ministry of Finance and Economy.
